The VetSkill VTEC Level 3 Award in the Licensing of Selling Animals as Pets is an Ofqual-regulated, private qualification delivered and assessed by Animal Focused. This qualification is designed for learners who are currently working for local authorities where carrying out licensing inspections under The Animal Welfare (Licensing of Activities Involving Animals) (Wales) Regulations 2021 is part of their role.
This regulated Level 3 qualification meets the requirements for animal licensing officers to be suitably trained, providing the underpinning knowledge and skills for the licensing of the licensed animal activities in Wales, specifically selling animals as pets.
The units contained within this qualification have been rigorously developed to include the essentials for working within the sector legally, professionally and ethically, whilst supporting the development of theoretical knowledge, complemented by the necessary skills required to fulfil the roles and responsibilities of the animal licensing officer.
In order to carry out animal activities licensing inspections, it is essential that learners recognise and understand the links between licensing regulations and other animal-related legislation. Learners should also understand the range of powers held by animal licensing regulations.
This Level 3 Award has 27 guided learning hours (GLH) with a total qualification time (TQT) of 83 hours.

There are no formal or specific academic or learning entry requirements to undertake this programme. The nature of the learning and assessment requires basic literacy and numeracy skills.
There is an experiential requirement for this qualification; therefore, the vast majority of learners will be employed by local authorities, with the intention of carrying out inspections for the licensable animal activity of selling animals as pets. This qualification is available to learners of 16 years of age and over.

Portfolio of Evidence
Throughout the qualification, learners will compile a portfolio of written evidence to demonstrate their underpinning knowledge and understanding. This is assessed and internally quality assured by Animal Focused, and externally quality assured by VetSkill.
